You got something against a rotary tool idiot? Some of the best port jobs are with a rotary tool and a thousand sanding drums. When you're not in a rush whats wrong with taking it slow and easy.

Nope not at all, but usually when you port runners, you do the WHOLE thing - not one inch sections on each side...

They're just the runners. Not the baseplate. So they'll go with any kind of head as long as you have the proper baseplate.
