i have been looking for a 406 for a while now and i found this...sound like a it could be a good setup?
406 Short Block(TRW forgedpistons, 5.7 forged rods with ARP waveloc bolts,stock crank,.030 over 400 block 0 decked).GM 40 camshaft.Fresh rings and bearings. 750 USD
i thought that a 406 should have 6" rods?

The 5.7" rods will be fine in a street motor. If your were looking to build a 400 to spin up to or past 6000 rpm then I'ld go with longer rods and lighter pistons.

Stock 400 rods are 5.565". So that 400 has "upgraded" ones.
Never heard of a "GM 40" cam. If it's any of the typical GM cams, such as the 929 or 151, it's garbage.
"406" is not a separate engine combo, like some unique hybrid of swapped parts or something. It's merely a 400 that's had the first routine maintenance performed on the block. It doesn's deserve some special designation. The "355" crap you see all the time falls into the same category.
