can anyone tell me what pin on the PCM the vats blue wire need to be hooked too. I'm doing a swap but with a true corvette engine and PCM. I looked all day and the ones I find on here have the red conector pin 25 and there is no wire in my pin 25.

I think the only wiring diagrams I've found have been for the F-body PCM. might try going down to the nearest dealership and go down to the service department and explain to them what you're doing. Ask if you can take a look at the Service Manual to get the correct pinouts for the 'Vette PCM.
