That is a nice, clean, install. Very nice.
I have only seen the black headlight areas on the Z28 cars. I have seen them that way on the 82-85 cars, but maybe someone just did it and it's not factory.

Both of my '82 Berlinettas had the headlight area blacked. Of course, one started black, but it was flat black in that area.

Don't know on power, a good safe guess is low 5XX rwhp on the motor.
Ran a friends stock LS1 GTO from a roll, I was in second and he was in first and put and instant 4-5 cars on him all motor and firing on 7 cylinders.
Car still needs the heads and intake ported and an updated move advanced cam.
All motor on heavier wheels and less sticky tire the car went 11.1 all motor.
Has a belt driven waterpump and fan that I am ditching.
Going to hide the fuse boxes and all in the next year or two.
