Go for any year you want, just don't re-use any of the parts that made it slow in those years.

An engine is all just parts, really. Through the 70s engines came with low compression, low flow heads and lazy cams to meet emissions standards before the introduction of computer control. The short blocks stayed largely the same, so it doesn't matter what year you get.
