Can I use the external fuel pump that came with the HSR package on my engine swap without pulling the in tank pump out? Or will the in tank pump restrict the fuel to much? It is my understanding that the stock pump is not good enough for a 383 HSR swap.

The in-tank pump either needs to be running, or it needs to be removed.
If it wouldn't supply enough fuel to the HSR pump, it should be removed.

If I pull it out of the tank how do I run a new pickup for the external pump? Any ideas how this is accomplished? Do I have to fabricate something for to cover the top of the tank or do they make something to fill the hole created by the removal of the pump and has a pickup for an external pump?

There's a sticky in the top section of the Carburetor forum about converting an in-tank electric pick-up for an external pump.
