I think it is a decent engine and if you want to go a little higher you can get the zz4 crate engine. I prefer the cheep one because I am not going to modify it too much, but if you want to eventually put a lot of power additives I would go with the zz4 just what i think.

Shouldn't be too tough to build a solid 350 for $1500 or less. Here's how I did it when I built my motor up. Start off going to your local junk yard. Around here, 350 cores are a dime a dozen. I got a 4-bolt main version for $150,including core deposit. Take it to the machine shop to be cleaned, bored etc. I paid right around $200 for all my machine work and i was very satisfied. Now check out a PAW ad in HOT ROD or CAR CRAFT. You can order their Super Stock Crank kit for $365. This includes a new crank, rods, pistons, rings, and bearings. Get your self a Jegs catalog. You can get the Edelbrock Performer Carb, cam, lifters and intake manifold for $442. A gasket set should run about $25. I don't really need to go into every last detail, but you shouldn't have any trouble building a healthy 350 on your budget. Hope this helps!
