you can apply for a lost title, it takes a few weeks i think, but if it comes back clean you should be able to get one, atleast thats how it is in indiana. lil jay

Um..... did you buy it already? I hope not. Receipt of stolen property is not a minor thing.
Cars without titles are ALWAYS trouble. They are ALWAYS stolen or have VIN codes swapped or are cars previously junked and then fixed up by someone and sold as if they had never been junked.
You can't register a car in PA without a title. I don't think you can do that anywhere anymore. The (rightful) owner of the car is the only one who can retitle the car. And he has to bring plenty of proof and then wait 6-8 weeks to get the new title while they do a search against the VIN and registration number at that state's DMV.
Run far. Run fast. Don't mess with untitled cars.
If you choose to ignore the warning then realize that the rightful owner of the car can come back at ANY time and take his car back, including any improvements you may have made to it in the time you possessed it. The tune up, new trans, nice wheels. They all belong to him. And he owes you NOTHING. Whatever money you spend to buy the car is gone and you'll never get it back, either.
If you are convinced that the guy selling you the car is the rightful owner just tell him you'll be happy to pick up the added cost of retitling the car (around $50, usually) and add it to the purchase price. Watch how fast he starts making excuses for not wanting to do it.

If you really want it, buy the car, fill out the form saying that the charges against the car are "X" amount of dollars + storage of $30 per day for the last 30 days prior to filing + $30 per day untill the car is picked up. If the charges end up being around $3500 I doubt that anyone will come and get the car from you. Even if they do they will be buying it back for the $ amount of all those charges.
In MN if the car is over 10 years old, you can apply for a lost title, real simply.

Don't you have to be a business (an auto shop or other auto business) to file for a mechanic's lean? And if so, doesn't the car have to be sold at public venue (Auction)? That's what I've heard, but I'm not in Indiana either.
Do a search of the web for "Car Title" or similar. There are companies who will "buy" the car from you for some fictitious amount of money and then sell it back to you with a bill of sale and all the paperwork required to title the car in your name. I think it costs around $350 or so (you'll have to see that's sketchy in my memory).
It would have to be cheap enough to be considered a parts car for me to want to buy such a thing. If the asking price for the car is more than a couple hundred dollars, it costs to much IMO.

I think he is saying, if you punch another VIN tag and put it on your car, he has a clear title that you could possibly get, one way or another.
