350 swap into 84 h.o. t/a
What would I need to legally swap a 350 into a 84 H.O. t/a and still pass Cali. emissions?

There are two types of "legal": "Technically" legal, and "for all practical purposes" legal.
For "technically" legal, the only with-factory-sticker choice is the HO 350 Conversion kit from GM. That assumes you have a carb'd engine and automatic transmission. It'll run you about $4400 plus tax and shipping (installation book included, but not installation).
Although I left California 7 years ago, I understand you can go through a referee process to certify something that wasn't offered by the factory. This assumes that you have something that was certified by the factory in something else, and you have all of the equipment it had. (I may be a little off with this description - perhaps Engineboy will correct inaccuracies.)
Then there's "for all practical purposes" legal. That means you put a 350 in where the 305 is now, putting everything back on that the 305 had so you can pass the visual. You keep cam and heads selection reasonable so you don't fail the sniffer. The only things you change are those that are CARB certified or exempt, such as headers. If/when they ask you what size engine you have, you simply point to the underhood sticker and let them read it.

'66 396, 9.7:1 forged TRWs, Weiand Action+, Holley 750VS w/4150 conversion, GK 270 cam, Magnum rockers, Jacobs Omnipack, 1-3/4" Hedders & 3" Warlocks, TH400 w/TCI Sat Night Special conv & Trans-Scat shift kit, MegaShifter, 3.08 8.2" 10-bolt w/Powertrax, AMSOIL syn lubes bumper-to-bumper. Idles smooth @ 700 RPM in D. Best 15.02/95.06 @ 5800' Bandimere (corrected 13.93/102.4 @ sea level).
