Moving to California...
I had a build for a carbed 383 planned out for my 92 Z28, but now I will be moving to California where I hear the emissions laws are pretty strict. I was looking at making about 500 flywheel horsepower after the build. Is there any way I can still pull this off and have it remain street legal in California? I'm open to other options than a carbed 383. My budget is about $9,000. Thanks for any help guys.

Given your budget, it might be easiest to do a LS emissions legal swap. There are a few around my neck of the woods that have mods but still pass emissions and visual inspections.

Looking at your sig, I assume your on AD. Aside from denying orders which I've never heard of anyone pulling off successfully, I've heard of people smogging a 383 but you have to have a fuel injection set up. The FIRST (FFI) is not Cali legal but looks similar to the stock TPI set up. That's what I have and I got passed smog. There's also the SuperRam (SR) which is legal. Not sure how well a SR will feed a 383 but I'd imagine it'll do the job. As for headers, I used Dyno Don's headers which look like the Cali legal SLP ones. If it runs well and you have the right emissions set up (EGR, carbon canister, AIR injection set up), you have a fighting chance.

I want to go to Pendleton. I just don't want my car to be limited to the track. What if I went the route of keeping it a 355 and adding a Cali legal blower? Like the Weiand 142? Also, if I keep it registered in VA wouldn't they still bust me for illegal modifications if I get pulled? The cops in VA never gave a damn nor did the cops or MPs at Camp Lejeune where I'm currently stationed so I've been driving it for some time now not quite up to standards.

I don't think they can ticket you for something that's OK (and would they know?) where the car is registered. You can have the car in state for some months before it's supposed to be re-registered. Again, they'd have to do some work to find out how long it had been in the state and I can't imagine they'd bother. One guy I new used to take the car out of state a couple of times a year so he could "honestly" say it had only been in state for a few months.
