You 90 RS should have a TBI, not TPI... at least from the factory.
Replacing the 90 305 (roller cam) with an 85 305 (flat tappet cam) is a step backwards. Also, you will be switching from a 1 piece RMS to 2 piece RMS block, which means a different flywheel/flexplate.
"Passlock" = VATS or Vehicle Anti-Theft System. There are threads about bypassing it. But, if you are removing the ECM, you will also have to change how the fuel pump relay is wired. I think the '85 carb cars had a mechanical pump, not electric. So, the 85 ECM won't help you with the fuel pump relay.
Finally, why do you want to switch from a computer controlled fuel injected system, to a computer controlled carburetor?

Re: Out with the TPI and in with the Carb.
It's rather easy. On my 89 bird it had to many bad sensors to even run so I went to carb. the computer and harness are on passenger side from fender. That can all go. All of your main wires for distributor ect. Are on drivers side.
As far as motors go. I just swapped from my tbi intake to a carb intake and swapped distributors. It's pretty straight forward.
Also yes you should just simply read but honestly there's alot of crap to go through so idk why so many people always say to search and read. Hopefully this will give ya enough to start with.
P.s. I'd stay with the fuel injection if it's running just fine
