91' Camaro LSA swap - PROBLEMS - Exhaust rubbing on driveshaft and fuel pump.

Looking for suggestions or advice. I have a 91' Camaro with an LSA swap. It was built by Hawks Third gen back in 2014. Ever since we received the car there has been a metallic rubbing sound while driving. Yesterday I finally got under the car to look into another fuel-related issue and found that the drive shaft has been rubbing on the exhaust the entire time! Yes, it took me eight years to figure this out, but the car was my father's and had been sitting garaged and rarely driven, (less than 1k miles since built).

2nd issue. The car won't get into WOT. It's hard to start and idles and cruises decent but won't get into boost or WOT. I noticed the fuel pressure regulator only has about 20psi of pressure so I'm guessing it's a fuel pump issue. It has the dual fuel pump kit from Hawks. My suspicion is that the second fuel pump isn't working.

Suggestions are appreciated, recommendations of someone in Northern Colorado, or a shop that can help. Thank you

The exhaust should be easy to fix, and any shop should be able to tweak it if you can't. Fuel pressure is an issue. I would check the entire system. You need at least 56psi at the regulator. You shouldn't need a dual pump system.
