legal??

would a 89 350 carbed RS be emissions legal??? since there wasn't any carbed 350's on any 3rd gen?

if you can get it to pass yes, ever city/state has diffrent regulations

The regulations are federal. Enforcement is local. The exception is California, which had tougher standards due to a nastier smog problem.

Technically, it is absolutely not legal. Practically, if there is no visual inspection, there's a chance you can get it to run clean enough to get it to pass a sniffer (a fully functioning cat will be critical).
For the visual, the inspector would have to be an idiot to pass it, but, most of those guys are minimum wage going down a check list (cat, A.I.R. pump, charcoal canister, fuel restrictor, etc.), so, there's a chance.
