Without a doubt, as far as how much all depends on the cam.

Yes it will change the sound. BUT, do not run a cam just to change the sound of your exhaust, run it to change the HP output of your engine. The lobe seperation angel will determine how lopey your idle is. the lower numerically you go with you LSA the more lopey the car will sound. Wouldnt go below a 110 LSA for a close to stock car.
You don't have to machine the heads to get more lift, you just need to replace the springs, the stock spring seats will accept just about any aftermarket cam's lift. I am currently in the process of installing the LT4 Hot Cam in my car. The total cost of the job and with all the parts was about $600. I had to buy new valve springs, valve seals, the cam, gaskets, a new timing chain and I also bought some replacement parts for my car that were in need (02 sensor, ect.). I'll post here this comming weekend when I should be done and report on how it performs.

See above post. The retainers hit the valve guides. I measured .480 on mine but his was lower yet so I guess you can put big springs in there and NOT machine the guides down and everything will work just fine. You can get lucky if you have pushed in studs (It just pulls 'em out) or really fu*k up your heads, rockers, pushrods, cam, lifters, ect.
