custom piping 83 trans am(LONG)

Sup, well heres my prob. I just bought a set of flowtech headers and went to a muffler shop to see how much he would charge me to custom build a y-pipe. He told me he could just build a complete dual exhaust for me. starting from front to back. He also told me that it would be better to run without cats. since i raised my compression, valve job, and bigger cam, he told me that would just raise emmissions, ans that i might up pluging cats. about every six months. Well What do u guys think. I could really use the help and suggestions. thanks
