Aside from the rattling, what is the effect of a catalytic converter than is bad?

Can it seriously slow down the car's performance? Mine is rattling bad and my car isn't running very good times either. Could the cat be related?

Yes a bad cat will affect the performance of your car.
The catalyst core (looks like a bee hive
block) is broken and the pieces will block exhaust flow creating exessive back pressure.
This will reduce power and throttle response,
increase exhaust pollutants. And decrease mileage. Could damage the O2 sensor in time (heat).
