Headers and smog pump vs Jet chip

Ok, I know that many have posted about smog pump removal and emissions legal headers, but my question varies a little.
I have been told that with my computer chip (Jet Stage 2) I need to keep all the emissions, or else it will not work right. I bought the car from a repair shop, and the guy said that if I need a sticker to come to him. So emissions testing is no problem.
Is there truth to the chip vs. emissions thing? I'd really like to know, as I want to remove the smog pump and get headers that don't cost $400+ dollars!

It will run fine. Whether it will run clean enough to pass a sniffer test is another matter. Since you're going under the table, that isn't an issue.
So, as long as this guy stays out of jail, you won't need the A.I.R. pump.

So why did people tell me the exhuast/ emissions thing? Is it for legality reasons?
