Fail emissions with new exaust?

Car: 1990 Iroc
Engine: L98 5.7 350
Transmission: 700r4
Fail emissions with new exaust?
If i replace My current stock exhaust setup, and get headers, 3 inch pipes, 2 highflow cats and an aftermarket muffler, will i then fail emissions? I live in urban chicago where Emissions tests are pending and difficult. When taking the test can i help cheat it with a different gasoline octane?

Axle/Gears: 12B-3.73/9"-3.89
Get emissions-legal headers like Hooker 2055 (modification to y-pipe required for dual-cats), Hedman 68491, or Edelbrock TES or SLP, and it won't be a problem (as long as everything else is up to snuff).
