Cutout installation

Well I finally ordered some cutouts Friday and the shop should have them tomorrow. Here is my question if they are NOT slip fit, is there any way to install them WITHOUT welding?

From: Southwest Chicago 'burbs

either suage the pipe to fit over the cut out, or vise-versa. Welding is by far the best way though.
