I had my exhaust system for about a year. Its a 3 chamber flowmaster. I wanted to get true dual. but the muffeler guy said that it wouldnt past smog. I live in Cali. That just doesnt make sence. Help me out!!

What happens after the cat isn't an emissions issue (but it is a safety and noise issue).
Theoretically, you could remove the cat-back from a dual-cat car and run dual exhaust after that.
But, your car would have to be one on which the dual-cat was an option (or you convert the whole thing to be like a dual-cat-optioned car - AKA '89-'92 TPI).
