Smog Test (Hydro Carbons)

What part or parts are involved with HC? I bairly failed a smog test today just in the HC catagory during the 25 mph test. I got a new caty converter 3 months ago, so what other parts help with HC?

Air pump, Evap Canister, CAT, Oil Change, etc.

HC is basically raw fuel so anything that'll help the car run better and burn it up before it exits the tail pipe will bring it down. A new CAT should've done the job though. If you gave it a small vacuum leak it would bring HC down but might shoot NOX up, so be careful.

But I'm just an emissions insp., what do i know

I had the same problem about 2 weeks ago. It turned out to be the cat even though i replaced about 4 months ago. They guy and the muffler shop said that he could put a longer cat that would heat up more. He just charged me the difference between the two cats. After that i passed smog
