Exhaust sytem
I have 350 short block hedman headers and I want to run 3in exhaust. I don't want to run duals because of clearance reasons. Nevertheless, I would like to know what exhaust offers the best sound and performance along with a reasonable price. Also I need help on finding a Y-pipe to fit the application. The car is an 86' Z28.

Arguably the best headers for your application are the Hooker 2055, which come with the best y-pipe out there. They are intended for '86-'90 TPI single cat applications, so if you keep the cat, get one for that application such as the Catco 9118.
Best sound, performance, and price? That's one subjective and two semi-objectives, at best. Personally, I'll take quiet and good flowing as being a better deal at twice the price of noisy and good flowing. But, I'm an old fart that has neighbors to not upset at 6:30 a.m. weekdays, but want to be able to humble the Hondas at the track weekends.

I just installed the Dynomax cat back (ultra flow muffler) from Summitt...it was just under $180.00 Shipped and sounds nice...but it is not very loud if thats what you're looking for...its 2 and 1/2 inch wide, not 3 inch, but the price is decent...the 3 inch flowmaster is around $300.00...the performance gain (probably little) wasn't worth the price jump in my opinion

I'm looking for the quiet but aggressive tone that is good flowing also not lacking anything in the performance area. I will be running a straight pipe with Hedman headers. I just need a y-pipe and mufflers. Some suggestions on the y-pipe and mufflers to acheive my ultimate sound would be very helpful

I ran a dynomax cat back system with 3" mandrel bent pipe to muffler with dual tailpipes....In front of that I used a flowmaster y-pipe with 2 1/2 to 3".....then just connected y-pipe to header collectors.....I used hooker long tube header thou....

Somehow I completely missed that you have Hedman headers.
They sell a y-pipe for their headers. However, after the "Y", it is only 2.5", with an adapter to fit to a 3" slip-fit inlet cat.
