Inside my hedmans
On the inside of my Hedman headers, the air tubes come down like half way into the opening of each primary. Would it be effective to grind it down until its flush with the top of the primary?

It's been done many times, honestly I doubt its worth the effort but you've nothing to lose. Ever consider removing AIR? I removed mine and in MA we're strict about emissions yet I still passed.

Well I wanted to remove AIR but then I found out that I will foul out my brand new catco cat because of unburnt gasses. and kinda got turned off by that.

I doubt it'll foul your cat. I've heard issues about that, but I know alot of people who've driven 30K + miles without problems.
