Im getting my car inspected in like two weeks, so i was wondering if i should gut my cat before or after i get it inspected, and also, i was wondering if thats even legal in VA. Also i was looking for instructions on how to gut the cat, i know you take like a hammer and like a pipe, and just bang out the insides but is that it?

You'll fail the sniffer test. Just get an aftermarket flow through cat and muffler and you'll be fine. Hell, even a new stock style cat will flow better than the stocker.

Gutting your cat on a street car is not legal anywhere in the United States.
An aftermarket "high-flow" cat is the way to go.
