Emissions?
I have a 1989 IROC-Z 305 v8 TBI, it is running a single catylitic converter and the guy i bought the car from said it failed a emissions test due to the car giving off too much co2. He told me that i needed to replace the converter to pass the test. I was wondering what if i replaced the whole exhaust with a catylitic delete muffler if the car would pass? And would this be legal. I live in Georgia

Too much CO, perhaps. I've never heard of a CO2 limit. High CO is running rich, typically the O2 sensor, sometimes the cat (if it's been messed with or ruined in some fashion), sometimes a leaking injector.

You cannot drive around here (northern virginia)without a Cat. converter. In fact, the police are known to pull people over just to check their exhaust. They'll get on their hands and knees and everything. My girlfriend's brother got pulled over a few years ago in his 2nd gen camaro - he said the cop actually pulled out of a speed trap to follow him and then proceeded to sit behind him for three or four lights with his head out the window (listening and smelling). Weird - but true. Anyway, I believe this is some kind of federal law or something by now.

Even IF a car happened to pass the emissions test without a cat, it would still fail. It is illegal to remove it.
Just out on a new hi-flow cat, like a Magnaflow, and it'll flow like crazy & chances are, it'll pass you with flying colors.
When you go in for testing, just make sure your car is plenty warm & up to operating temp not still cold from sitting all night or day.
