replacing exhaust system on a budget.

replacing exhaust system on a budget.
so I have $1000, to spend on header, cat and cat-back. my question is. what is better to cheap out on?
I have considered 2 possibilites.
1: hooker headers and pacesettler catback, but then there just isn't enough movey left for a good catalytic converter.
or
2: random technology catalytic and catback, but then there is not enough for good headers.
so what do ya think cheap headers or cheap cat, or should I just save a little more money. I do have other stuff to do with the car, and can't put to much into 1 area so unless I have to save a little more. I'd rather not.
thanks
p.s. I have a 305 tbi right now but will be buildiing a 350 later which I have made no decisions on yet.

Is there something wrong with your stock Intermediary Pipe? If not, it will flow plenty for the 305, and the 350 unless you go crazy (over 350hp) on the 350. That saves you money - I'm running Hedmann Elite headers & Y-pipe, factory cat (which prob needs replaced), and a Hooker Aerochamber muffler. Headers were right at $500 (they are ceramic coated) with Y-pipe, and the muffler was like $125. These are not emissions legal headers of course, no tubes for the AIR and no O2 bung. But still - that's only $625 (might be slightly higher now - this was 3 years ago) and paid the muffler shop $50 to weld it up - leaves plenty for a cat if needed.

the intire exhaust system is completely rusted out. the muffler is not even connected to the pipe. there is nothing on the exhaust that is salvagable. the only reason I haven't gotten into trouble with it is this state (ks) does have inspections, a complete exhasut system replace is a bare minimun.
as far as the new engine goes the only decision I've made on the is it will have about 500 ft of trq. but it won't even be built until next year anyways.
