corrosion on header why and how to remove??

this is a header on a car i just purchased, and im trying to figure out what caused this and how i can clean it headers are supposed to be only < 2 yrs old. the corrosion almost looks like water calcium deposits and its only on the one side of the car. i tried vinegar rubbing with brillo pad but it didn't really help much.

i was told these were titanium coated headers but does that look ceramic?

i have the engine out and apart, am painting the block and trying to make it look nice and clean before i put it back in. i don't know enough about headers to know what caused this, mostly curiosity factor. it was an az car so not exposed to rain.

If you are really worried wire wheel on a drill or a sand blaster then paint with header paint.
