Knowing what you're working on might allow more detail; but in general there is a vacuum actuated valve on the intake manifold that allows meaured amounts of exhaust gast into the inlet stream. The vacuum source for the valve is controlled by a solenoid that is activated by the engine ECU during part throttle. If the previous owner removed the valve you will have to replace it, the control solenoid, and any/all of the associated plumbing and electrical wiring.
I HIGHLY recommend getting a factory service manual to help you figure out what is supposed to be on your particular engine...
