headers/intake manifold
looking for headers an intake manifold going from stock to upgrade i live in cali so there might be restrictions info an suggestions would be appreciated 
the whole car is stock except exhaust i have 3 inch pipes an flowmaster

Any headers you buy will have to have the AIR pipes made into them. (or fittings for them at least)
Any intake you buy has to have all the same emissions features as whatever intake came on your car came with including EGR.
So in part at least, all this depends on what your car is. Year, model, engine, options affecting exhaust (such as G92), etc.
