...make more noise, and reduce the coat hanger population by "1"...

Yeah..it would reduce coathanger population, and make more noise too. I found it on another web-sight and aint sure what its really suppose to do, however I do know that borla systems use this same idea with the different size restrictor plates for their crossflow set-ups. The guy who originally posted the photo used copper, i imagine because it was eazy .Never heard or saw this set-up before, am curious how it might sound (good or lousy) !

its like a X-pipe it will balance the exhaust turbulence of the pipes giving you a small bump in power

The crossover pipe should be before the muffler not after. I did notice a difference in exhaust note(on my Camaro) after the installation of the crossover and I liked it!
I don't see how that could be anything like the borla system... or even what purpose it could serve. It looks to me like it would disrupt more than balance exhaust flow. Purely sound I'll bet, in that position at least.

I have heard a borla exhaust setup and it does not even come close to the great sound of my Camaros exhaust. Ofcoarse that si just my opinion.

what the hell is that supposed to do???? Are you trying to re-create a chambered exhaust? Typically that's done on a duel exhaust... the pipes are brought together in an X shape after the headers, but before the mufflers. It equalizes some pressure and makes for a better low rumble, but I've never heard of it being done after a cat on a single lead exhaust. I don't think it'd do any good.
After all that work, you've basically made an exhaust cut out. All that setup is doing according to the picture is bypassing the muffler so you have a direct flowing exhaust straight to the tip. its not really making a true x pipe, just rerouting the exhaust to bypass.
Save the trouble, spend 30 bucks and order a cutout. You can always cap the cutout too if it gets to loud for ya
