Would this give me 25rwhp???
On my setup (in my sig) would putting hooker shorty headers on and taking off my dual cats give me 25rwhp and about the same torque? Where would I notice the gain in my RPM range? The reason I'm asking is because I don't know how restrictive the stock exhaust manifolds are and I have heard that dual cats flow better than the single cat setup.

Nope. The stock manifolds and y-pipe are very restrictive, eventhough they may not give you 50hp, should be among the first mod, so any other mods you do will benefit.

You said the stock exhaust manifolds and y-pipe are very restrictive, I know I won't get 50hp, but I thought 25rwhp was reasonable, that equates to 31.25hp at the flywheel which should be around 2-3 tenths in the 1/4mi. If I don't shave off 2-3 tenths in the 1/4 by putting on headers and taking off the cats on my 383 stroker I'm going to be very disappointed. What gains did you guys get with headers? Where did you guys feel the most difference, low rpm or higher rpm?

Well, on a higher HP engine like a stroker you'll definately notice more of a change than the rest of us with lower output engines. I put headers on my 305 and it helped a lot, but I've never ran the 350 without headers, so I couldn't tell you.
