YES YES YES.
You can do all those things.
Very easy with a little welding. But if you can't do that, you can bolt it all togeather.
Go to my car's site on cardomain.
I have a tech article I wrote a few years back about how to do all of what you are saying.

No way to run a 5 point harness safely without at least a 4 point roll bar with welded cross bar located near your shoulders.

Thats not true. You can run 6" x6" plates above and bellow the attachment point. The points have to be in the right locations. Between the rear seat cussion and the rear backrest, bolted down with plates is fine. The other 3 can go thought the floor. I did the propper re-search when I was doing mine. As long as the rear belts are at an angle that is greater than 15° from the back of the seat they are valid. I would not run an angle that sharp, but that is what was listed with my belts.
You don't need a cage, although it is safer and easier, assuming your cage is installed by a competent shop.

Racing seats----are they the cheapo plastic ones, steel frames, or aluminum???? I would hesitate to install one of the plastic seats if there is no crossbar to attach the back of the seat to....

Re: Racing seat install how to ?
The correct way to use a 5 point harness is to run the two shoulder belts to the cross bar of a roll bar / cage. To pass a tech inspection, the back of the seat must be supported (typically by a brace running to the cross bar of the main hoop of the roll bar / cage). If you are thinking about using sheet aluminum seats (Kirkey, Jaz, etc), then Racecraft Inc makes bolt in and weld in seat brackets. One word of caution, for whatever reason the passenger side brackets didn't exactly fit the floor of my car (82 camaro). They're listed for third and fourth gen's, but I think the passenger side floors are different; it required a bit of modification to fit, but all in all they work very well.
I personally would not recommend running the shoulder belts back toward the rear seat area. Most harness manufacturers recommend they go to the cross bar of a cage, which is only supposed to be a maximum of 4 inches below your shoulders. I'm sure running them to the back seat is considered too steep of an angle, and besides that it probably doesn't look that good.

I run mine there. It is not too steep. I have measured it. Also when I am not using them, I pull them out of my seat, role them up and they can tuck behind the cushions. You can't see them at all and I can still recline.
IN MY EYES: Best of both worlds. And it is tech/track legal to run 4" x 4" plates above and bellow the attachment point in a unibody car.
