Could turn out very nice, or very ugly. Depends on how you do it. I would try it, if it doesn't work, it doesn't work. but you might come out with a nice set of louvers in the end. Go for it!

I'm assuming you mean pop (blind) rivets? IMO it'll look really cheap. I'd recommend welding instead, or solid countersunk rivets if you have access to the equipment. Alternatively, you could probably find a decent adhesive, which will result in the best appearance but the lowest strength.

Rivets could look good as long as everything is kept dead even/perfect- it will have a nice industrial look. Post pics as you go, I've been looking for ideas how to make some louvers, even if you fail you might inspire someone else...

Nothing wrong with rivets, assuming you'll paint it afterwards? That's actually how mine were built
Sounds like a challenging project though.... I'd try to fab up some sort of a "travel limiter" on whatever bender you use, to make sure all the bends end up an identical angle. (Unless you want to actually "roll" the angles?)
I'd like to see you try, even if they turn out poorly there's no harm done, just don't put them on your car
