Of all the different Z rpo codes Z28 sounded cool and stuck with the car. No other reason than that.
early RS's were Z22 cars, didn't stick though.

Actually, its because Z27 was for the SS option... the Z28 was a later '67 option for the Camaro, and came after the SS (Z27)came out.
Z28 also sounded cool, so the name stuck.

Chevrolet designated the letter "Z" to represent the performance options added to a vehicle. Think about the performance lines and their rpo designation, Z71, Z06, Z28, Z24, Z26, Z34, etc. In 1967, Z01-Z27 were already in use leaving the next available to be Z28. The reason the rpo is used as the name of the car is because in 1967, people would walk into a dealership and ask for that Z28 car because of it's performance and what it was designed for. The car soon became known as the Z28. In 1968, Chevrolet decided to name the car the Z28 because it was already known as that to the public. Just some more history for those that did not know, the 602 1967 Z28's had no markings on them at all designating it as a Z28. The badges were added in 1968.
