what exactly is it? do i need it? and what would it tell me about my car if i did get it?

mods: 14" chrome air cleaner, straight-piped after cat exhaust with one chrome dual tip on the left side.
future mods: headers, removing smog equipment, and as many cheap mods as i can find

The build sheet serves as a refrence for the line workers as to how your car was optioned and to put the correct parts on your car. It's all in GM "code" so to the average Joe it doesn't mean anything. But it is a neat piece of documentation for your car, especially if you can find yours buried in the car somewhere where it has survived for 10+ years.
