this has been bugging me can anyone answer?

Why did Gm put that crappy @$$ cam in the 86 when they had that one from the 1985 that made 25 more hp?

One word: CAFE, which stands for Corporate Average Fuel Economy. I think this was first implemented in 1986. Too long to explain but the government was involved in it.

that sucks laws suck for performance. What did they do to get the power back up again? What did they change?

Well the mid 80's ended the carb era in general carbs are not as effecint as fuel injection and when they were finally able to get fuel injection to work effiecintly and comply with emmisions then they incresed performance IE larger cams. Bascily emmisions hampered performance. It still does in California the cars that manufacures send to california to sell actully prouduce less hp than car sold in most areas. SSC

I thought that cars in California have the same performance as other states. I know that from the 60's until the 90's california couldn't get certain options but I thought that was over with. Am I wrong?

There is a good article in GMHTP this month about OBDII/III. Basically as emission standards and CAFE standards got tougher beginning in 71/72, the big three hung gadgets on the engine to compensate, egr, catalytic converters etc. As the engine builders learned, some of the gadgets have gone. That's why a LS1 is not as easy to mod as say our TPI cars. The LS1 is a very efficient motor with little room for improvement, unlike a TPI motor. Yes, even the idiots at GM learn something over the year.
I'll stick with my OBD1 !
