Paint in the holes in the wheels?

Paint in the holes in the wheels?
Ive seen lots of pictures of 90ish camaros with the holes and grooves in the wheels painted the same color as the car...like this:
Is that a spruce up, or was that factory?

(S. Im considering doing this, but im not mechanically inclined, nor do I have any body or paint skills, is it REALLY something that "any idiot" can do? And whats the process?
