Can anyone please tell me if the '82-'83 T/A "Knight Rider" wheels were offered in '84 with the ground effects, either with or without the plastic "Bowling ball" covers?

No, 83 was the last year for them, in 84 they were replaced with the new 15-inch deep dish high-tech turbo wheels and used for a good number of years later, not sure when they stopped.

I still want to put a set on my 84 anyway only have 2 of the 15" so far

Actually, 1984 was the last year for the Knight Rider rims and caps. However, in 1984, they were only available in the 14" variety. My 84 T/A came from the factory with them. My T/A didn't have the full GFX package, only the rear stone guards and piece in front of the front wheels. However, in the 1984 Pontiac promo brochure, you can see an 84 T/A with the full GFX package with the Knight Rider rims.

Thanks. Yesterday I scored a pair from the front of an '83 Trans Am. I couldn't get the rears loose from the axle, so I left them at the salvage yard.

ok, everything ive read says that the 84 was the last year for the other type of finned wheels that could not use the knight rider caps, they were in 14" only.
perhaps im wrong but i wouldn't mind seeing a source for this.

1982-83 N89 Turbo Cast avail in 14" and 15"
1984 N89 Turbo Cast avail 14" only

1982 M.Y was the most common to get these as they came standard on the S/E and Trans am.The N21 Turbo Finned was a dealer option starting around May 1982.

A 1984 with turbo cast is pretty rare in my opnion,And that was a red flag for a BASE optioned car,Unless it was a S/E.

I'm satisfied that there's nothing wrong with running the "Knight Rider" 15x7s on my '84 T/A WS6. We have the above pic from Pontiac showing it.
