every car came w/ those. they were designed to prevent you from hitting the steering wheel/dash pad when you got in an accident. pulling it fast would activate the lock mechanism, pulling lightly will allow it to move slowly. it could be that your belts mechanism has worn out tho. does it always do it or just sometimes?

ya sometimes, if i brake hard enuf, hell sometimes ill just check my left side when im turnin at an intersection and thers a tree in the way so i lean forward a bit and it locks up. dont you drive other cars where it does the same thing sometimes? i have yet to meet a car that has shoulder straps and doesnt lock up when you dont want it to.

i think they work from enertia, so when the car is braking, the belts lock up because the car thinks your gonna be in an accident. but once the forward movement is done, your belt should loosen up.
