loose steering wheel

Car: 1989 camaro rs
Engine: 305 tbi
Transmission: auto
loose steering wheel

i have an 89 camaro rs, my steering wheel is loose but still mounted by the center bolt. it moves side to side and if in acc moving the steering wheel will cause it to drop out of it. is there a special tool to reach the screws located on each side of the center bolt? or has anyone else dealt with this issue? other info the car has the lever which adjusts it up and down when i first bought the car i would adjust it alot maybe causing this problem - tom
