Are rear speaker foam surrounds needed?

Are rear speaker foam surrounds needed?

I'm in the process of redoing my entire interior, including the speakers and adding an amp and some subs.

When I tore the interior out of the car and removed the back 6" x 9" speakers, I found that the metal plates that the speakers mount to were rusty. So, I removed those to paint and found that the foam surrounds that goes in between this metal panel and the car and fits down into the space below the speakers is destroyed.

I'm not sure if this foam deal is supposed to act like a speaker box for base or just control noise or what. I'd rather just leave them out. I was thinking of putting some foam tape around where metal plate mounts, then maybe drop some insulation down in the dead space below the speaker. Thoughts?
