Is this a factory steering wheel just never seen this before

Definitely not thirdgen. Could be a custom wheel with a center cap with a Chevy emblem.

http://www.grantproducts.com/products/view/76/ its a grant wheel with a iroc horn button. dont think they make that horn button anymore

Definitely not stock, pretty cool steering wheel, though, especially since that center cap isn't made anymore.
