gta wheel..how to get this black plastic off? under the wheel

You need a Steering Wheel Lock Plate Remover.

I guess It keeps all the stuff safely intact.I'll post an image of it in my photo album(don't know how to post photos in thread)You thread the black part to the column,then you tighten the red handle down to depress the cover,then you have to remove the locking ring that holds the cover.Then you can get to whatever your after.Then you reverse to put everything back.

i looked at the two you had of the actual puller but i saw what it looks like on the autozone site..does it thread onto the steering shaft then pulls it up?

Some auto stores lend them to you,unfortunately the one I went to didn't.But it is a good tool to have along with a wheel puller.I think I used them both at least a half dozen times this past summer.
