Heater control switch missing on 83 z28?

Engine: CFI to carbed 305/ 4.3
Transmission: Built 700r4/4L60e
Axle/Gears: 3:23/3:73
Heater control switch missing on 83 z28?
The other day I posted about having a vacuum leak somewhere in my heating system; heat setting defaults directly to defrost. Upon removing the small interior panel to access the switch, it appears that there is no switch there at all. Did this design change at all on third gens or is this the designated spot for the switch on all? My car is an 83 and came factory with no AC. Any words of wisdom would be appreciated
