In the past I've used great stuff to fill in some holes and all that. Once it dries you can shape it with a razor.

Great stuff is expanding foam and would not work in a seat. It cures hard and once crushed, stays crushed. You might as well repair the padding with a chunk of wood if you were to go that route.

You can use 1/2 inch thick foam if your seats aren't too bad and after you glue it where you want it, you just shave it down to the shape of the seat. If your seats require thicker foam, you can do the same thing as well.
