My key wont come back to stationary position to pull the key out.
I guess it's time to take the ignition out. I can't figuire out how. I've pulled the steering wheel. Nothing. Car is a 91 rs 305 auto.

I'm confused as to exactly what you are asking. I had the exact same situation with the key getting stuck and not returning to the off position (mine actually got stuck with the car running-had to pull the fuel pump fuse to shut off the car).
As for removing the cylinder, follow the steps in the following link until you get to the point you need to get to and then you can either continue on while you're in there or button it back up and enjoy your new cylinder.
