Ceiling/headliner rusted up

Ceiling/headliner rusted up
I realized my headliner was sagging and as I removed it, I found out why.
Somehow water has been pouring in for years and now the ceiling is rusted all over.
What to do?

(The black stuff is former rust that I sanded down and applied "Rust Converter")

The problem is, there are areas with 2 layers of metal and there is rust in between. I can't apply rust converter or sand the area because it's so narrow.
I could just leave it be and install a new headliner.. but at the very least I have to figure out where the water is leaking from.

have you tried any of the aerosol rust converters? eastwood has a product used specifically for inside of car frames. its an aerosol can with a flexnozzle on it. maybe try it?

most likely it's condensation on a cold roof, do you have fogged up windows when it's raining?

Most of the hard tops I have pulled have this problem. Condensation is the culprit and the underside of the roof doesn't get much paint .
I would wire wheel and sand the rust, then use POR 15.
Be best to do this with interior removed or well covered.
