When you have pulled that whole top section off, you need to unscrew the tilt lever. It will probably be very tight, I had to use vice grips and unfortunately pulled some of the paint off of the lever. Then the piece should just slide off.

But how do I get the plastic housing loose? Does it just snap into the side of the steering column? Where do you pry to remove it without breaking anything?

You need to partly disassemble the column. First you need to remove the steering wheel. Then you will need a lockplate compressor tool to remove a lock ring. Then there are several screws and torx bolts you'll need to remove. Then the top assembly should slide forward and you can slide the piece out (after removing the tilt level too).

Thanks! I was hoping you didn't have to take the whole column apart to get it out. I could have sworn it just snapped in to the side of the column.
