Gurus, could this be right?

Gurus, could this be right?

I'd been having error code 46, "low voltage to fuel pump." When I replaced instrument cluster, it went away. The printed circuit on the back of the old cluster was torn and crossed two lanes. Would that have generated the code? Would it have caused the fuel pump to run rich? I was getting 10mpg before; will check mpg in the future, but haven't run car enough to tell yet.

It very well could have been the fuel gauge shorting out the fuel sending unit, which is also tied into the pump.... electrical gremlins are a PITA to track down, especially when multiple items are tied together via the ground wires &/or power supply.
