Remove transmission selector **** - staple is out, stuck?

So I have the rectangularish kind (not the round one) and twisted and removed the button/spring and the staple was already gone from a previous owner. Should the **** slide up? Mine is stuck tight and I put a lot of twist and lift on it.

Being that the staple is missing, my first thought after not being able to remove it would be the previous owner may have glued it on there and probably used something strong... If the staple is out, the thing should literally pull off without any effort.
